School construction projects follow a nine-phase procedure. Each phase requires careful attention and may take a few months or a few years to complete, depending on the size of the project and the requirements necessary to advance to the next phase.

Project Development/Programming Phase
- Meet with the sites and staff.
- Take site walks with staff.
- Finalize objectives.
- Determine building and user requirements.
- Establish the total building area.
- Determine the scope of the work.
- Establish preliminary budgeting and preliminary scheduling.
Schematic Design
- Determine areas, physical requirements, and relationships of all the required building spaces and components.
- Confirm the total building square footage, total project budget, project schedule, and occupancy dates.
- Coordinate and/or contract with the following:
- Geological consultants (if applicable)
- Engineers (if applicable)
- Site walks with staff, architects, consultants
- Required district standards
Design Development
- Review project components (e.g., interior/exterior building materials, finishes, furniture, equipment layouts, cabinetry, custom fabrications, lighting, technology designs, mechanical, electrical, plumbing).
- Finalize specifications and all details required for construction.
- Perform fire hydrant flow tests.
- Start commissioning (if applicable).
- Make site visits and coordinate with consultants.
- Review drawings and specifications for scope and district standards.
- Consult with food services (if applicable).
- Consult with an acoustical consultant (if applicable).
Construction Documents
- Compile design development documents to include architectural, engineering, and consultant drawings and specifications.
- Review state and federal code compliance.
- Review and update estimated project costs and schedules.
- Interview and hire:
- Test and material consultant
- Prepare the project for local agencies and the Division of State Architect review.
- Coordinate site visits with consultants.
- Review the drawings and specifications for the scope of the project and district standards.
Funding State Eligibility
Agency Approval
- The architect/engineer submits the drawings and specifications for the project to:
- Other local services as required for review and approval (if applicable)
- DSA reviews projects for conformance with structural, fire/life safety, and accessibility requirements.
- The project manager coordinates with DSA.
Contractor Prequalification/Bidding Phase
- Coordinate and review prequalified contractors as required.
- Advertise the bid, and invite prequalified contractors to bid.
- Schedule and complete bid walks.
- Issue addendums and coordinate, review, and answer bid Requests for Information.
- Bid opening:
- Open, review, and accept bids based on the completion of all requirements and cost.
- Notify contractors of the lowest responsive and responsible bidder.
- Begin protest waiting period of three to five days.
- Coordinate construction budget and schedule.
Construction Administration (Actual Building Phase)
Coordinate with architects and/or engineers (if applicable) for the following:
- Site visits
- Requests for information
- Change orders
- Submittals
- Clarifications
- Punch walk
- Review warranty documents and As Built drawings
- District training
Closeout: Administrative/Financial
- Coordinate the final DSA paperwork:
- Architect or engineering team
- DSA approves the project
- Closed with Certification
