Gifted and Talented Programs

English Learners & English Language Development

We aim to meet the needs of students who qualify for assistance in acquiring English language skills with our ELL/ELD program. Our focus is to provide non-native-speaking students the following:

  • A means to facilitate the acquisition and mastery of the English language and access to the core curriculum through targeted language instruction
  • A support system that takes into consideration the student’s cultural and family values, regardless of language proficiency
  • Support for parents of students learning English
  • Facilitate each student’s ability to speak, understand, read, and write English and facilitate full participation in English mainstream programs

Our district goals align with state goals:

  • Develop fluency in English
  • Develop a positive self-concept
  • Promote cross-cultural understanding
  • Provide equal opportunity for academic achievement
  • Include, when possible, academic clarification of instruction through the student’s primary language

District English Learner Advisory Committee (DELAC)

Each California public school district, grades kindergarten through 12, with 51 or more English learners must form a District-level English Learner Advisory Committee (DELAC) or subcommittee of an existing district-wide advisory committee.

Major Function
The purpose of a DELAC or subcommittee on English learner education is to advise the district’s local governing board (e.g., in person, by letters/reports) on programs and services for English learners.

Other Tasks & Functions

The committee advises the district’s local governing board on the following:

  • Develop or revise a district master plan of education programs and services for English learners, taking into consideration the School Plan for Student Achievement
  • Conduct a district-wide needs assessment on a school-by-school basis
  • Establish district programs, goals, and objectives for programs and services for English learners (e.g., parental exception waivers and funding)
  • Develop a plan to ensure compliance with any applicable teacher and instructional aide requirements.
  • Administer the annual language census (R-30 LC Reports) (e.g., procedures and forms)
  • Review and comment on the district’s reclassification procedures
  • Review and comment on the written notifications to parents and guardians

Title I Programs

Title I is a federally subsidized program that provides financial assistance to schools with high numbers of children who qualify for the free/reduced lunch program to help ensure that all children meet the challenging California academic standards.

Cedarcreek and Rio Vista elementary schools qualify for Title I services and offer specialized programs for students identified as being in need of additional assistance. Parents of students enrolled in a Title I school may request information regarding the professional qualifications of their child’s classroom teacher, including the type of credential(s) the teacher holds and the educational level and subject area(s) of the teacher’s college degree(s).

Proposition 28: Arts and Music in School Funding

California Education Code (EC) Section 8820(g)(4) requires that Local Educational Agencies (LEAs) must have this annual report board approved, submitted to the California Department of Education (CDE), and posted to the LEA’s website. The report includes the number of full-time equivalent teachers, classified personnel, and teaching aides; the number of pupils served; and the number of school sites providing arts education programs with AMS funds.

The Parent Advisory Committee provides meaningful engagement of stakeholders to update our Local Control Accountability Plan (LCAP) and to share site and district news.
