About Our Board


Judy Egan Umeck

Clerk

Mrs. Umeck was first appointed to the Board of Trustees in October 1996, completing the term of a board member who vacated office. She is now serving in her fourth term. Offices on the Board have included: Clerk in 1999, President in 2000, Clerk in 2002, President in 2003, President in 2008, and President in 2009. She is currently the liaison to the Special Education Local Planning Agency. Mrs. Umeck is also active in the Santa Clarita Valley School Trustees Association. She has the distinction of completing the California School Boards Association Masters in Governance Program. Mrs. Umeck is the Admissions Director at Providence High School in Burbank. Her three children are Saugus District alumni.

Paul De La Cerda

Member

Mr. De La Cerda was elected to the Board of Trustees in November 2005 and was re-elected to his second term in December 2009. He is a graduate of the William S. Hart Union High School District and holds a Bachelor of Science in Civil & Environmental Engineering and Master of Business Administration (MBA) from Oklahoma State University (where he was an All-American and NCAA Champion athlete). He also possesses a Minority Business Executive Management Degree from University of Virginia's Darden Graduate School of Business Administration and the National Hispanic Leadership Institute.  He was the founding Director of the College of the Canyons Small Business Development Center and co-creator of the local Santa Clarita Valley Business Journal where he served as Director of Operations and Marketing. Currently, he serves as an Associate Dean of Academic Affairs for the Los Angeles Community College District at Southwest College, where he is the Executive Director of a Goldman Sachs Foundation small business development program. Mr. De La Cerda has served on numerous local boards and committees for many non-profit organizations including YMCA, Child & Family Center, SCV Senior Center, SCV Youth Project, Michael Hoefflin Foundation, SCV Jaycees, Boys and Girls Club, Boy Scouts, SCV Chamber of Commerce, Valley Industrial Association, and City of Santa Clarita. He is a member of the Latino School Board Association, National Association of Latino Elected Officials, National Society of Hispanic MBAs and Latin Business Association. Mr. De La Cerda is a San Fernando Valley and Santa Clarita Valley Business Journal 40-under-40 award winner and was selected as one of the 51 most influential people in Santa Clarita Valley by The Signal. He serves as role model for youth activism and leadership especially for members of the young professional community and minority professionals of the valley. He is former adjunct teacher and advisor of the Department of Business at College of the Canyons and the COC Extended Opportunity Programs and Services (EOPS/CalWORKS). His wife, Andrea, and he live in Valencia where together they are raising fifth-grade twin daughters attending Tesoro del Valle Elementary, a first-grader at West Creek Academy and a preschooler. They are both members of the PTA. He has been a resident of the Santa Clarita Valley for over 26 years.

Douglas A. Bryce

Member

Mr. Bryce is serving in his third term on the Saugus School Board and is the current Board President.  His first term was from 1993 to 1997.  He has held the offices of Clerk in 1996 and 2010 and Board President in 1997.  Mr. Bryce is a Senior Quality Assurance Engineer with Crane Aerospace in Burbank, a supplier of systems and equipment to the aerospace industry.  He has two children, who are both Saugus Union School District alumni and has lived in the Santa Clarita Valley for over 25 years.

Rose Koscielny

President

Mrs. Koscielny is in her fourth term and has served in the following capacities: Clerk in 1997, President in 1998, President in 2001, Clerk and President in 2005, President in 2006 and Clerk in 2011. She has served as the Santa Clarita Valley School Trustees Association Secretary-Treasurer from 1996-1997, President from 1998-2000 and a member of the Los Angeles County School Trustees Association (LACSTA) 1997-1998 and 2001-2001. She has completed both the California School Boards Association Master of Boardsmanship Program and the Masters in Governance Program. Mrs. Koscielny is a distinguished member of the California School Boards Association (CSBA) Delegate Assembly and serves as Government Relations Chair to Assemblyman Cameron Smyth. She is a Registered Nurse, and her four children are all Saugus District alumni.
